Its a long complicated story but the guy standing in the rain is itachi. 

He killed his whole clan for reasons that nobody understood.

So his brother set of to get Vengeance on him for what he did.

After Sasuke (his brother) killed Itachi, he came to find out that after he killed him,

Itachi was actually given a mission to kill his clan. He was only following orders.

Its just sad because he was so selfless.

He was supposed to kill his brother but he could't.

He let Sasuke live knowing he would set out to get his vengeance and kill him,

becoming the hero of the city.

 

Its very confusing but such a good story.

The right picture of the eye is his power.
