Which melee stats should i choose for my range tank? 

60-88

70-78

75-73

You do 75 attack, 73 strength & 99 defence for it to be classified as a Range Tank. I’d suggest you to get 75 attack & strength done first so you can start your defence grind. 

The defence should be leveled with chins for maximum efficiency, but it is expensive.

do i need to have 99 defence to join as a range tank?

my stats are currently:

50 att / 50 str / 70 def / 99 range / 94 magic / 74 pray (rigour unlocked) / 90 hp
