I'm not too sure what stats I should be going for and what quests/diaries I need to have done to be efficient and effective.

You already have a pretty decent basis.

 

I'd aim for:

75 Att (staff of the dead for maging)

70 Str (just looks nicer)

75 Def (serp helm - dfire shield)

99 range (for obvious reasons )

94 mage (venge - barrage)

70 pray (piety is soooooo worth it on a range tank, with piety people will have a hard chance hitting on you)

 

The questing/diaries part I'm unsure since I've only created a zerk account.

99 range will always be the #1 goal. Then you got to decide at which combat level you'd be happy maxing. So that comes down to your prayer and defence level. In my opinion, higher the better

Just double and triple check you do it right so that you can do the diaries, although its quite hard to mess up a tank!

Pretty much this, for quests you need the Kings Ransom quest line, if you want piety, lunar quest line aswell as dt. Barrows gloves are nice, but not necessary, aswell as pretty much every other quest.

Kandarin hard diary for extra bolt spac chance.

Id get 75 atk 70 str max is 73 no more then 73 pray 75 or go for 99 if u can 99 range 94 mage 99 defence eventually perfect stats for a tank as im a tank to bro so if u need help n advice ingame name is tank titan am on now from 10gmt due to family time n new baby to settle cya in game n good luck bro!!!
