Yeah they'd have to change the timing of the handcannon spec when used to initiate combat to make it harder to rush with or at least more obvious you were being rushed.

 

I honestly don't think bolas were OP as you can already have tb/freeze with entangle. Bolas were 15 seconds base value, which was halved if they prayed range or wore a slash weapon/had a knife in their inventory. The two stacked so you could be snared for 5 seconds most of the time. I don't remember how many steps you could run in the immunity period for bolas (if they even had one?) but I don't think they were particularly OP.
